With the exception of healthcare and education annual allotments to American citizens, all federal welfare programs are tapered down to elimination.  States can maintain government “aid” programs at their discretion, but our federal government will remove itself from this process.  This does mean the elimination of food stamps, housing assistance, and other such programs.  The federal government will offer every American a safe environment and the opportunity to receive quality education and quality health services (through ear marked accounts for the private sector) – but that is the extent of the federal government’s role.

All assistance programs will be delegated to the local level (where they are best performed) to be provided by local charities, non-profits, and aid organizations (who best perform them).   Americans have always been a generous group, and we will take care of our cold, hungry, and homeless through charitable organizations providing blankets, food, and beds – not through federal programs borrowing money to distribute checks.  Transfers of HSA money from one individual to another will not be taxed, and it will be the local American Red Cross, Salvation Army, religious groups, food banks, non-profit shelters, community centers, etc. that will assist Americans in regaining their footing.
